An increased proportion of older people living with chronic disease and physical deterioration have resulted in rising demand for long-term care services for the elderly. The government is struggling to find an efficient and effective way to take care of the increasing ageing population. Home care services have to be improved to tackle the fast aging population.
Meanwhile, Hong Kong government has allocated a fund of over 15 billion HKD to train unemployed and underemployed population. Government Employees’ Retaining Board (ERB) has trained 9,000 for domestic services and 4,000 healthcare services on average per year. But the employment rate of these training professionals is still very low because the job deployment is not effective and the long hours and low hour rate are not attractive. Homecare market in Asia Pacific is huge, but not without challenges – limited insurance coverage; lack of awareness about home care; patient safety concerns. In Hong Kong, there are also specific market challenges – reputation damage; low efficiency; demanding work conditions; shortage of manpower; and unsalable.
